initctl restart does not reload job config, so does not equal stop + start

When calling "initctl restart", the job config file isn't reloaded, so the operation doesn't actually equal stop + start.

Hi Michał,

This is how Upstart is supposed to work and it documented as such in initctl(8) under 'restart'.
