Installing mir-demos also unexpectedly installs *-dev packages

Verified this still happens on a fresh utopic installation. Install mir-demos and you get lots of *-dev packages too.

Oops - is the cause the "Recommends: mir-doc"? If that is installed then so are the -dev packages.
