Bug Description
Binary package hint: xmlsec1
libxmlsec1-nss is missing its pkgconfig file, which OOo 2.3 needs when attempting to use xmlsec.
Actually it is appears to not have any files outside of the /usr/share/

checking for xmlsec1-nss >= 1.2.8... Package xmlsec1-nss was not found in the pkg-config search path. Perhaps you should add the directory containing `xmlsec1-nss.pc' to the PKG_CONFIG_PATH environment variable No package 'xmlsec1-nss' found
configure: error: Library requirements (xmlsec1-nss >= 1.2.8) not met; consider adjusting the PKG_CONFIG_PATH environment variable if your libraries are in a nonstandard prefix so pkg-config can find them.
xmlsec1 (1.2.9-5ubuntu3) gutsy; urgency=low
* debian/rules: Replace mozilla-{nss,nspr} with xulrunner- {nss,nspr} again
as the pkgconfig files from libnss3-dev and libnspr4-dev are named so.
