Check the battery level before doing an update

Bug Description

I started a download for an update and right after the battery level dropped so that the system automatically powered off.

It would be good to check for a low battery level if we are not plugged in and warn the user, perhaps not even allow the apply update to be done under that condition.

<https://wiki.ubuntu.com/SoftwareUpdates#phone-progress>: "Whenever the phone is not connected to power and the battery charge is below a safe level, the prompt should have the text “Connect to power before installing the system update.” and only a “Not Now” button."
