Updates percentage bar never goes above 0% on #294

Bug Description

For the last couple of updates I have noticed no movement on the updates percentage bar.
It starts at 0% and then after some (variable amount of) time I get the install popup (see screenshot).

Uh. So it seems intermittent. I had it with the package click upgrades. In the screenshot attached I did Utudu first, but it never got past 0%

Just experienced this going from u5 to u7
A reboot resolved it, progress then showed

It seems that sometimes the panel doesn't get updates from the service.

I still see it, often with system updates. Saw it today in fact when going from #184 to #185
