run as doesn't include all folders used in $PATH

Bug Description

When I want to run a program with ALT+F2 the full $PATH set in .bashrc is not included.

for instance I included user installed programs and java programs to /opt/bin

These programs are not included in Run program...

I have this again.

I have a file vroom.py in my $PATH.
I open "run as" and type "vroom.py" and select terminal.

Guess what, ubuntu would try to open the page www.vroom.com in firefox!!!

that's not a bug, .bashrc as its name indicate is a bash configuration, you should set the path in the environment if you want it to be used by random software
