brightness stays at 100% when plugged

Bug Description
when plugged in brightness will go to 100% and brightness down will not work even though the brightness meter goes down. When power cord is unplugged brightness will go to level selected and stay that way after plugged back in until it decides to go back up.

This stays 100% when using the brigtness buttons even though the meter goes down. But will never go down below about 20%. When i open the power managment preferences it changes however it goes back to 100% when i close PMP.
I can fix this sometimes by unplugging and plugging back in the power a few times when pushing brightness down buttons.
