"Are you sure you want to request a fix anyway?" needs tweaking

Bug Description
The last detail of bug 61508: If you record a bug as affecting a project that does not use Launchpad for bugtracking, and you don't provide a bug-watch URL, you get a warning that includes the text "Are you sure you want to request a fix anyway?"
This should be rewritten to not use the phrase "request a fix".
