Cinder volumes fail: No section: \'Filters\' errors

Bug Description

As of today I'm seeing the following errors in cinder-volume logs when trying to create a volume:

    Revert "Adds passthrough config for cinder rootwra

    This reverts commit 908a9f5dfe4d7174612c37a59b2a7fb4bb30fd68.

    This config file is empty by default and breaks the ability
    to create cinder volumes with the following error from
    oslo.rootwrap:

      No section: \'Filters\'\n'
