The template is generated during the package build by dh_translations,

Sorry, I've been confused by a link from a spreadsheet to the upstream project instead of the ubuntu project. The translations are corrects. The problem is that indicator-sound.mo is not installed on the device. It should probably be installed by language-pack-touch-XX

Affects all touch langpacks, just randomly picking the French one to track :-)
