"Orientation Lock" icon has a frame around it

Bug Description

Ubuntu 14.10 r22

1. Navigate to System Settings.
2. Look at the "Orientation Lock" icon.

What you see: It has an Ubuntu shape frame around it.

What you should see: It doesn't.

This seems to be an example of bug 1363015.
