Bug Description
We need to add a GC for the outgoing oneway connection pool to stop Zmq from indefinitely trying to reconnect once the target process has exited.
Note: this fix is a followup for the critical bugfix https:/
The fix for #1364464 was a quick fix, this one is a proper fix.
