Bug page says "Filed here by" when it was actually filed elsewhere

Bug Description
Bug 137687 was reported against malone by AlainKnaff. I moved the bug report to apport. Now if you expand the "apport" section, it says "Filed here by: AlainKnaff". But that's not true: it wasn't filed there by AlainKnaff, it was filed against malone.
We should find some way of presenting this info more accurately.

This also becomes problematic with bugs without a package in Ubuntu. The "Filed here by" field seems to show the bug reporter - not the person who assigned the bug to a package. Having this information would be helpful for educating bug triagers. It is especially misleading because the "Filed here by:" appears right below the "Affecting:" section.
