Bug Description
Binary package hint: hal
Binary package hint: hal-device-manager
Currently, HAL device manager's icon is in System -> Preferences. This is justified because you don't need a sudo account to use it.
But this makes no sense, since:
1) HAL d m is not meant to adjust any preferences (only showing infos), furthermore *user desktop* preferences
2) HAL d m deals with system-wide information, useful for admin tasks only
There would be one more advantage: the Preferences menu is crowded, Administration is less, we would equilibrate the two this way.
So please update the .desktop file accordingly.

hal-device-manager does not exist any more since gutsy.
