Bug Description

In order to enable profiles like OBEX Push it would be required to be able to set the phone to "visible", even when the system settings are not open.

Is Obex Push being implemented for anything in particular? Where is the design spec for it?

If we're planning to add that feature, it should be designed and released all at once, including the change to Bluetooth settings. Otherwise we'll end up allowing long-running Bluetooth visibility because "oh, we're going to have Obex Push for something sometime" -- and some fraction of our users will end up with worse battery life because they fiddled with the setting without realizing that it wasn't actually useful for anything yet.

This is also not only about Obex push. That's just one example of what we're breaking with the current way of doing things.

What if someone wants to implement an app that supports multiplayer over bluetooth? It won't work because the app itself doesn't have the permissions to set bluetooth visible. So in order for the phone to become visible one needs to enter system-settings. That in turn wont allow the game to connect because it's frozen.

On desktop the bluetooth indicator has a visibility toggle widget, unsure if that's a case for the touch version to do the same?

on android/samsung device the settings have a checkbox to enable visible for some minutes
