rebooting worker node stops relation to RabbitMQ server

Bug Description

When rebooting the autopkgtest-cloud-worker/0 machine, ~ubuntu/worker.conf ends up with an empty AMQP configuration. It seems rebooting somehow runs the amqp-relation-broken charm hook.

Workaround: After a reboot you have to reconfigure the relation with

  juju remove-relation rabbitmq-server autopkgtest-cloud-worker
  # wait a bit
  juju add-relation rabbitmq-server autopkgtest-cloud-worker
