Combo boxes in custom layout creator should have better labels

Bug Description
When creating a custom layout, combo boxes labelled "Number of columns" and "Column layout" show up. These labels are descriptive, but it can be ambiguous to a screen reader user which row they refer to. It would be useful to include extra hidden text so that their labels are read out as "Row 1: Number of columns" and "Row 1: Column layout".
