changelog-closes-bugs confuses people

Bug Description

changelog-closes-bugs currently just closes the bug, with a comment simply containing the changelog entry specified in the changes file. This is likely confusing to users, as they probably won't recognise it as being a changelog entry. Something more like Debian's (though not quite so verbose) would likely be better.

1.1.12 has Janitor closing the bugs, with the changes prefixed with a short explanation.
