liburcu fails to build on ppc64el

Bug Description

times out in the tests, worked before.

Checked a new upstream release, have a working build on a POWER8 machine which passes the tests. But building it on the LP farm hangs as well. However it takes the tests a long time to run:

./rcutorture_urcu_qsbr `nproc` stress 1 callrcu_perthread .... ok
All tests successful.
Files=61, Tests=70, 212 wallclock secs ( 0.13 usr 0.03 sys + 2683.58 cusr 84.56 csys = 2768.30 CPU)
Result: PASS

Compared to amd64:

./rcutorture_urcu_qsbr `nproc` stress 1 callrcu_perthread .... ok
All tests successful.
Files=61, Tests=70, 210 wallclock secs ( 0.26 usr 0.04 sys + 715.74 cusr 32.74 csys = 748.78 CPU)
Result: PASS

works with the wily kernel 4.2.0-16.19
hangs with the vivid kernel 3.19.0-31

Built correctly on X/Y/Z for amd64, arm64, armhf, i386, powerpc, ppc64el, s390x.
Setting to Fix Released.
Vivid Kernel out of support and builders are updated per RT ticket so setting WONtFix on the vivid task.
