fuse-utils (the userspace part which is needed by all fuse applications) sets up that group. do you use any package with fuse applications that dont depend on fuse-utils ?

I removed all the fuse stuff and installed it, which fixed it. One thing I
removed was ntfs-3g, which I had never added. It must be in the base
install, so the fuse group just wasn't set up on installation.

I had a similar problem on two fresh installs of 7.10-Ubuntu/Xubuntu.

There was no "fuse" group by default

I had to uninstall and re-install "fuse-utils", which added the "fuse" group

Could you attach /var/log/installer/syslog to this bug, please? (You may need to become root to read that file.)

I do not know that I can help - I recently did a reinstall, and blew away everything but /home. I initially did the install with a beta version, so it may be fixed. I used the initial release for the reinstall, and it worked this time. I do not know that the bug still exists.
