http://people.canonical.com/~ubuntu-archive/proposed-migration/update_excuses.html mentions bzrtools as blocking bzr 2.7.0 promotion.

The attached patch has been sent to debian and bump the versionized dependency.

You'll need to update the version check as well. With this change, I'm
getting a warning running any of the bzrtools commands:

Plugin "Bzrtools" is not up to date with installed Bazaar version
2.7.0.
There should be a newer version of Bzrtools available, e.g. 2.7.

@Jelmer: What's your context exactly ? debian removes all the code associated with the version checks and ubuntu carry the same patch.

Are you running from source maybe ?
