adding locale=ru_RU boot option does not work correctly

Binary package hint: grub

Just upgraded from Feisty to Gusty. The following option being added to my /boot/grub/menu.lst file does not work correctly now:
locale=ru_RU
with this option when I switch to the Russian keyboard layout in any of tty1-6 and try to input something the system shows incorrect characters.

I wouldn't expect the locale option to apply to the installed system at all, much less affect the console font!

You may be suffering from bug 130444, though. Could you please attach /etc/default/console-setup?

Please find the file attached. But! I no longer can reproduce the defect. Now when I add or not add the locale option to the menu.lst file I cannot switch languages through Alt-Shift. Computer speaker beeps when I try to enter something after this keyboard combination. BTW - when I try to switch back it does not help. Maybe another combination must be used which I am not aware about.
