Bug Description

If we have more than MAX_POWER_DOMAINS or MAX_THERMAL_ZONES we can overflow the stats buffer causing data corruption. These need a maximum limit check added so we don't overflow these stats.

  * Do not overflow power domain and thermal zone buffers (LP: #1551297)
  * Tag RAPL stats as valid so stats show up in avg, std.dev. (LP: #1551287)
