Unprivileged lxc will not start after being stopped

Bug Description

Using lxc package 2.0.0~rc4-0ubuntu1 on a Xenial host, I can start an unprivileged Xenial LXC, but if I stop it, it will not start again without rebooting the host.

I've attached the debug output.

I can reproduce that here on my laptop.

Actually in my case it actually segfaults

There are two problems.

First is that cgfs is not falling back to $container-1 when $container cgroup is not available for reuse.

Second is that cgroups are not being cleaned up on container shutdown. lxcfs will need to prune those by hand either at shutdown or startup. Doing so at shutdown is only problematic if lxc crashes and isn't able to fullfill its duty.
