Bug Description

Add the horizon integration testing to the utility container and it will help us for the testing coverage. so far the openstack ansible deployment lacks the horizon integration testing scripts and function.

We currently run Tempest tests against Horizon and I think the only test available so far is a login test. There may be tempest plugins now available, in which case we should use those.

need several steps for this bug,

1st, with openstack-ansible add necessary apt-get packages to utility container.

2nd, with openstack-ansible_os_tempest, add the pip packages to the playbook, add the os_integration_testing playbook.

3rd, rectify the run_tempest.sh and openstack_tempest_gate.sh to run the integration testing.

We do run basic ops tempest scenario for horizon as of today:
