Thanks for taking the time to report this bug and helping to make Ubuntu better. We appreciate the difficulties you are facing, but this appears to be a "regular" (non-security) bug. I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy. Please feel free to report any other bugs you may find.

It would appear that you originally installed PPA version of PHP7.0 from Ondřej's PPA (7.0.7-4+deb.sury.org~xenial+1). Did you ensure to purge that installation before attempting to install the Ubuntu official one (7.0.4-7ubuntu2.1)?

It seems like at least at some point, you were given explicit instructions on how to fix the FPM issue:

"Configurando php7.0-fpm (7.0.7-4+deb.sury.org~xenial+1) ...
Not replacing deleted config file /etc/php/7.0/fpm/php.ini
NOTICE: Not enabling PHP 7.0 FPM by default.
NOTICE: To enable PHP 7.0 FPM in Apache2 do:

Did you try doing that?

It also seems like possibly many configuration files were manually removed from the system (/etc/php/7.0/mods-available/*.ini), which might lead to eventual breakage.
