OSK Fails to lose focus on the phone (vivid) when switching

Bug Description
If you launch a libertine app, and the OSK pops up. Switching or locking causes the OSK never goes away. The workaround for right now is enable the toolbar. Still not 100% on the cause here.
This isnt libertines fault, but this is the main access point. A fix will most likely come from upgrade to xenial or toolkits.
