UTF-8 doesn't show all characters

Bug Description

When William (Fujitsu) joined #ubuntu-se in irssi he couldn't see the special characters used in Swedish (åäö), but saw '?' instead. His system uses en_AU.UTF-8, so he should have been able to see them as double-coded OOTB. Instead, he had to generate sv_SE.UTF-8 (just have them generated is fine). We need to investigate the cause of this, and which package this is a bug in.

I was using gnome-terminal, I believe. I also seem to recall that irssi was running over an SSH session.

I have en_GB and couldn't reproduce the bug. I tried between irssi and xchat
$ apt-cache policy irssi

Does this still occur? Do you know if it's related to the irssi package?

Can you post the output of the command:
apt-cache policy irssi gnome-terminal

Can you try with Ubuntu 8.10 intrepid ibex or with the release in development, Ubuntu 9.04 jaunty?
