HWE upgrade from vivid to xenial removes support for r128 and mach64

Bug Description

Switching form the vivid HWE stack to the xenial HWE stack results in the removal of the packages providing the r128 and mach64 driver.

Hello Brian, or anyone else affected,

Accepted xserver-xorg-video-ati-lts-xenial into trusty-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/xserver-xorg-video-ati-lts-xenial/1:7.7.0-1~trusty2 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

Yes, on an unmodified Ubuntu system installed from 14.04.3 the -vivid
packages were removed and -xenial was not installed.

I did an HWE upgrade today, with -proposed enabled, on a 14.04 system with the Vivid HWE stack installed. After the upgrade I had the xserver-xorg-video-mach64-lts-xenial and xserver-xorg-video-r128-lts-xenial packages installed.

I'm going to test Ubuntu GNOME w/Vivid stack tomorrow but tonight I ran a Lubuntu w/Utopic HWE upgrade and I think all looks fine:

sudo /usr/lib/update-notifier/update-motd-hwe-eol shows:

There is a graphics stack installed on this system. An upgrade to a
configuration supported for the full lifetime of the LTS will become

Looks good here, xserver-xorg-video-r128-lts-wily and xserver-xorg-video-mach64-lts-wily are offered to be replaced by xserver-xorg-video-r128-lts-xenial and xserver-xorg-video-mach64-lts-xenial when -proposed is enabled.
