Bug Description

We need to know the institution's short name for SmartEvidence frameworks when they are to be restricted to an institution and also for web services as per bug #1470877. The shortname is set automatically and cannot be changed once created.

It should be displayed on the institution's settings screen /admin/users/institutions.php?i=shortnameofinstitution as non-editable text.

Also added an institution 'shortname' column in institutions table.

Shortname of institution should be displayed:

- In screen admin/users/institutions.php as a column SHORTNAME, showing all institutions shortnames.
- For a row, follow the edit button and it should display information of the institution including the shortname as a non-editable field.
