Attachments for initial comment are not displayed

Bug Description

While the web UI does not support it, the Launchpad data model allows for attachments to be associated with the initial comment on a bug. However, such attachments are only listed in the attachments portlet. It'd be good to display them in the main content as well, like other attachments.

One current source of such attachments are batch imports of bugs. For instance, bugs from SF.net may have attachments on the initial comment (this caused a bit of confusion when the Inkscape developers were evaluating the import I performed for them).

An easy way of fixing this would be like we do for bugs filed by apport; adding an empty comment and associate the attachments with that.

Is there any reason not to just display attachments associated with the initial message? The dummy messages seem to be causing problems like bug 209554.

Bug 209554 could be solved by not consider empty comments as real
comments when constructing the bug notifications (we allow only one
comment per bug notification). This is something that we should be doing
anyway.

I suggested adding an empty comment, since that saves us from having to
come up with the UI for displaying the attachments. If you provide a
mock-up that doesn't look too bad, that would be an option too :)

Displaying the attachments between the bug description and the "Offer to mentor someone fixing this bug" link would seem appropriate.

Setting this to High, since you can now attach bugs while filing bugs via the e-mail interface, and that has caused some confusion.
