Bug Description

tpm-tools still needs to be updated to 1.3.9 on Ubuntu 17.04

Ubuntu 17.04 has the following version:
  - tpm tools version 1.3.8-2

tpm-tools 1.3.9 is available on SourceForge at:

https://sourceforge.net/projects/trousers/files/tpm-tools/1.3.9/

tpm-tools needs to be updated to 1.3.9.

tpm-tools 1.3.9-0.1 has been synced into zesty-proposed, but it has failed to build on all architectures because it relies on APIs that are only available in openssl 1.1. Ubuntu 17.04 will ship with openssl 1.0, not 1.1.

This bug was fixed in the package tpm-tools - 1.3.9-0.1ubuntu1

  * Build without 05-openssl1.1_fix_data_mgmt.patch, since Ubuntu is still
    on openssl 1.0 and this is incompatible. LP: #1657179.

No, since this is an API-incompatible transition, we are still dependent on upstream projects gaining compatibility for 1.1 before we can switch the OS to it. We are currently targeting this for the 18.04 release.

Confirmed that :
- tpm-tools version 1.3.9. in bionic
- trousers 0.3.14 is also in bionic
