tpm-tools still needs to be updated to 1.3.9 on Ubuntu 17.04
Ubuntu 17.04 has the following version:

tpm-tools 1.3.9-0.1 has been synced into zesty-proposed, but it has failed to build on all architectures because it relies on APIs that are only available in openssl 1.1. Ubuntu 17.04 will ship with openssl 1.0, not 1.1.
