Bug Description

Layer4 job started failing today with:

message:"Endpoint type orchestration not found either disable service heat or fix the catalog_type in the config file" AND tags:"devstacklog.txt"

It's unlikely to be an issue with Heat. The code was removed from devstack a while ago, not sure what changed today.

It was issue on new lines on enable_plugin on job side. https://review.openstack.org/#/c/437459/ is thie fix
