Update vala to 0.36

Bug Description

vala 0.36 has stricter type checking which means that several packages will fail to build from source until they are fixed. We plan to upload vala 0.36 at the beginning of the 17.10 cycle to give time to fix these. GNOME packages should already be fixed.

thanks for the work, as said on IRC I would vote for starting the cycle with easy merges and syncs and wait for the initial archive sync to go through britney before adding more transitions but if somebody is wanting to go ahead and is ready to deal with the extra work it might create I'm not going to stop them ;-)
