Bug Description

The current fontconfig settings can result in DejaVu fonts being used system wide despite a user having an alternative font configured in their ~/.config/fontconfig/fonts.conf

I am uploading a different fix for this to Ubuntu 18.04 "bionic". The new version of fontconfig natively supports the "Emoji One" and "Emoji Two" fonts so the fontconfig snippet is no longer needed.

Ubuntu 18.04 LTS also supports color emoji.
