  Section "Create a routed provider network", point 9, accesses the
  placement API. On my packstack deployment, placement API endpoints are
  configured with port number 8778. It should be mentioned that the URL
  might be different depending on the deployment, and that it can be
  found with openstack endpoint list | grep placement.
