Update gnome-tweak-tool to 3.24.1

I'd like to see the fix for bug 1678420, in the dropped patch because it was fixed upstream, verified again to ensure that it does not regress. That probably also should have been called out in the "Regression Potential" section of the bug report.

Accepted gnome-tweak-tool into zesty-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/gnome-tweak-tool/3.24.1-0ubuntu1 in a few hours, and then in the -proposed repository.

I installed gnome-tweak-tool 3.24.1-0ubuntu1 on Ubuntu GNOME 17.04 and verified that the app works.

By the way, dpkg can't handle /usr/bin/python being redirected to python3 and that's obviously not supported anyway. The app also doesn't start when /usr/bin/python is redirected like that. But that's not part of the test case so I'm not too concerned about that.

I also verified that the new version works fine on the Ubuntu Budgie 17.04 live iso and in Ubuntu (Unity) 17.04.

This bug was fixed in the package gnome-tweak-tool - 3.24.1-0ubuntu1
