Bug Description

Upgrade from a default install of 17.04 to artful

Test Case
1. Install 17.04
2. Verify that the list of apps in the launcher is (in this order):
- nautilus
- firefox
- writer
- calc
- impress
- software
- amazon
- settings
3. Upgrade to artful:
update-manager -d
and follow the upgrade process

Expected results
The list of favorites is unchanged (same items and same order)

Actual result
Amazon is gone from the list.

This bug was fixed in the package ubuntu-settings - 17.10.5

  * debian/ubuntu-web-launchers.links:
    - symlink older launcher icon name to newer one so that it's not
      dropped by unity when dist-upgrading (LP: #1702089)
