Bug Description

Steps to reproduce:
1. Install Ubuntu 17.10.
2. Install gnome-panel and gnome-session-flashback
3. Launch GNOME Session Flashback and try to set keyboard layout switching shortcut from indicator-keyboard (Text Entry Settings menu item) on gnome-panel

Expected results:
clicking on "Text Entry Settings" menu item opens `gnome-control-center keyboard`

Actual results:
clicking on "Text Entry Settings" menu does not open `gnome-control-center keyboard`

Oh, it tries to open unity-control-center. :( Dmitry, can you fix that? I guess that is also problem in 17.04...

From bug is not clear if only problem here is that control center does not open or also shortcut changing does not work.

New indicator-keyboard 0.0.0+17.10.20170906-0ubuntu1 fixed this bug, but created new bug 1720344.
