"Project" menu in project group bug-reporting page should be radio buttons

Bug Description

On a project group bug page, such as <https://launchpad.net/mozilla/+filebug>, the "Project:" choice is an option menu. But there is plenty of room on the page, so it could be radio buttons instead, and this would likely reduce the number of times people accidentally chose the first option.
