Don't depend on gdebi-kde (or port it to Qt 5)

Bug Description

gdebi-kde has been dropped by Debian's gdebi package since it was the last thing in Debian depending on pykde4. This is part of a larger effort to remove Qt 4 from Debian and Ubuntu.

lubuntu-qt-desktop depends on gdebi-kde, which is preventing the latest version of gdebi from migrating out of bionic-proposed. Please drop the dependency (you can replace it with the GTK+ frontend 'gdebi' if you like). Alternatively, you can port gdebi-kde to Qt 5 and re-enable it in both Debian and Ubuntu.

By the way, kubuntu-desktop stopped including gdebi-kde by default in 2011.

another reason to drop gdebi at all is apt's ability to install locale packages like charm with:

apt install ./$path/to/package.deb

The only thing about is that a little bit education is needed as it is a relative new feature of apt.

I commented it out in the seed itself, but I have yet to upload a new lubuntu-meta.

Doing that now, should hit -proposed soon.

I am using Lubuntu Next 17.10 from last October.

I had problems with gdebi-kde (some sort of missing module), and installed gdebi,
which also has a problem (if I don't invoke from terminal, cannot install, as no password window ever appears), but at least I can get around it.

If one did not install gdebi (GTK), and no Qt5 replacement were ever developed,
would there be any way to use apt from a right-click context window on a .deb file from my file manager? (GUI way to install .deb s)?
