"Fix Broken Packages" in Synaptic seems to have fixed this.

This occurs because dpkg attempts to install the new compiz-gnome package before the new compiz-plugins package. The new compiz-plugins package doesn't contain this file, but the old one does. compiz-gnome should probably Conflict: compiz-plugins (<< 1:0.6.99+git20071205-0ubuntu3).

Marking as low priority, since it sorts itself out next time the a package manager is run as the updated compiz-plugins package is installed by then.
