Bug Description
Here's a feature request: One of our projects puts builds in a publicly accessible location. When making a release, we have to do 3 steps:
- Download the file from the public location
- Rename it
- Upload it to Launchpad
It would be really great if we could reduce this to:
- Provide Launchpad the public URL and an (optional) final filename, maybe with an (optional) MD5 checksum
- Launchpad would fetch the URL itself and send out a notification if it successfully fetched the URL.
(The equivalent for bug attachments was bug 32772.)

Note this is *not* the same as #124891, where Launchpad would just use the provided URL as-is. This is about Lauchpad sucking the URL into the librarian and serving the file itself.
