Steam is not installable on Ubuntu 18.04

Bug Description

It is not possible to install `steam` on Ubuntu 18.04 daily because the steam package Depends: on libtxc-dxtn0 which is not in the bionic archive.

$ sudo apt install steam

src:steam doesn't show up on merges.ubuntu.com because of different versioning, but this was fixed in Debian, and needs to be merged.

I added the Debian bug here.

I have uploaded the merge from Debian and it should autoclose this bug once it has migrated.

Please reopen this if that is not the case.
