Help improve Ubuntu suggests Settings > Privacy > Diagnostics but that page doesn't exist

Bug Description

The Help improve Ubuntu screen of the Welcome to Ubuntu apps has this at the bottom.

"You can change your mind later in Settings > Privacy > Diagnostics"

That panel doesn't exist in the Settings app (gnome-control-center). We could change it to:

"You can change your mind later in Settings > Privacy > Problem Reporting"

If it is intended to add a Diagnostics subpanel in Settings, it might be good for translators to have both strings available for translation. That way we still have an accurate translated page if the Settings feature isn't complete in time for 18.04's release.

Or maybe this was just a simple typo and this is easy to fix.

Robert, the current version only does a one shot sending of the report right? The design wording assuming we include the configuration of some other settings we said we would look at putting under that action (popcon, whoopsie).

It seems we either change the wording to not mention "occasional" or land the control of popcon. The hint needs to be there only if the settings work is landing (we might be getting late for that)

One suggestion we discussed earlier today in #ubuntu-desktop was to add multiple unused strings here so we could adjust the implementation in future updates without breaking translations.

1. Change the string that's used to not include the word "occasional" (but keep the current string around as backup).

2. Add a string that uses "Problem Reporting" instead of "Diagnostics"

3. Don't show either the Diagnostics or Problem Reporting strings since the gnome-control-center implementation doesn't have anything to do with the gnome-initial-setup implementation right now.
