Binary package hint: libversion-perl

For debian this packages has a build-dependency of locales-all. This packages does not exist in ubuntu and due to a different handling of locales is not feasible to just import.
Therefore the the dependency must be changed to locales instead.

This fixes the dependency problem. The test are all passed or skipped partly because in the pbuilder environment there is no proper locales set. Under locales set to gb those locales tests are passed too.
