Volume Indicator does not show where 100% volume is at

Bug Description

The volume indicator does not have a notch and the mouse resistance where 100% is located. Can easily accidentally go to 150% volume.

I confirm that problem, not a sign, not a little stop where 100% of volume is reached. For the first time I could realize that sound output is extremely distorted and only in Sound settings I could see the current volume is far over 100%. However in other Bionic releases this is handled well at pulse audio volume control.

where this setting below in dconf solves this problem:

dconf write com/ubuntu/sound/allow-amplified-volume false

It can be found in dconf-editor also browsing "com / ubuntu / sound" section.
Don't know whether it works in Mate or only in Ubuntu, but I hope it can help out this problem on Mate also.
