Nitpick: Don't use "-rm -f" in debian/rules. Both the leading "-" and the "-f" option means ignoring the failure of the rm command.

"rm -f" is nicer than "-rm", but I don't like unnecessarily deviating from Debian.

Just as a minor point, I generally prefer something like "dh_install harmonics*.tcd debian/xtide-data/usr/share/xtide/harmonics" rather than "install -m 644 harmonics*.tcd debian/xtide-data/usr/share/xtide/harmonics", or even the introduction of dh_install and debian/install (at least in the case where there is no precedent already set by Debian). On the other hand, this isn't wrong. I've adjusted the Maintainer field for the upload.
