"Users can spoil their votes?" checkbox is wonky

Bug Description
1. Go to the Overview page for a team you administer.
2. Click "Create a poll".
3. Scroll to the bottom of the page.
What you see:
Users can spoil their votes? (Required)
[/]
What you should see:
[/] Let people spoil their votes
The label should be to the right of the checkbox, and should not end in a question mark. (It also should not say "(Required)"; that is covered by bug 39142.)
