libpcre3-dev is out of sync with libpcre3 in hardy repositories

Bug Description

To reproduce:

apt-get install libpcre3-dev

Result:

Reading package lists... Done
Building dependency tree
Reading state information... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.

Since you only requested a single operation it is extremely likely that
the package is simply not installable and a bug report against
that package should be filed.
The following information may help resolve the situation:

The following packages have unmet dependencies:
  libpcre3-dev: Depends: libpcre3 (= 7.3-2ubuntu1) but 7.4-0ubuntu0.7.10.1 is to be installed
                Depends: libpcrecpp0 (= 7.3-2ubuntu1) but 7.4-0ubuntu0.7.10.1 is to be installed
E: Broken packages

You have libpcre3 from gutsy-security installed, so either downgrade libpcre3 and libpcrecpp0 to the version currently in hardy or grab also libpcre3-dev from gutsy-security.
